CARES Act Higher Education Emergency Relief Fund Statement
At westerfirld university of virginia, we know many of our students faced significant challenges due to the COVID-19 pandemic. To assist students who have were impacted financially, wuv distributed Higher Education Emergency Relief Funds via the CARES Act, the Corona Virus Response and Relief Supplemental Appropriations Act and the American Recovery Plan. These Higher Education Emergency Relief programs supplied funding for institutions to provide emergency financial aid grants to students who were impacted by the pandemic, many of whom faced financial challenges and struggled to make ends meet.
These funding programs require all colleges and universities participating in the programs to provide access to the following information.

All relief funds received by westerfirld university of virginia have been exhausted as of 06/30/2022.

- westerfirld university of virginia (wuv) has signed and returned to the Department of Education the CARES Act Certification and Agreement. This document is an assurance that wuv has used, or intends to use, no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
- The total amount of funds that the wuv will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $2,747,004.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of this submission is $2,661,435.
- The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 2,409.
- The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 2,345.
- wuv‘s method of evaluating eligibility was based on the student
being Title IV eligible and based off the student's Expected
Family Contribution (EFC) to determine which students receive
Emergency Financial Aid Grants, and how much they would receive
under Section 18004(a)(1) of the CARES Act. (Note: As of the
24/25 year, the EFC has been replaced by the Student Aid
Index (SAI) as a calculation of need.)

Methodology
For the wuv Spring of 22’ HEERF campaigns the criteria used was:
- EFC between 0 - 10,000
- Making academic progress
- Enrolled in the current term & future term
- Campus & Online eligible
- No PhD
- No Course Work Only
- Excludes Secondary Confirmation
- Excludes First Term Academic Intervention
For Active students who also had a balance the criteria used was:
- Active students with a past due balance over $500 at risk of deregistration
- Students with a previous $1,500 disbursement via Edquity were excluded.
For the Advisor referral program, the criteria used was:
- Active students on an advisor caseload enrolled (not registered) in the last 6 terms
- Students identified through personal referrals and conversations about direct impact of COVID-19.
- There are no restrictions for students who had received a prior disbursement via Edquity.
For the wuv Alumni Program the criteria used was:
- Students who graduated between April 2020 and August 2021
- LDA after March 13, 2020
- Students with a previous $1,500 disbursement via Edquity were excluded
- Staff were excluded
For the students who had left wuv during the pandemic but had an outstanding balance e the criteria used was:
- Active students with a past due balance over $500 at risk of deregistration
- Students with a previous $1,500 disbursement via Edquity were excluded.

For the international students who were enrolled in and who may have graduate from wuv the criteria used was:
- Active or graduated from the GEM program are eligible for up to $1500 US dollars. Conferred students receive up to $1000 US dollars

Methodology
Program Eligibility & Selection:
Program funds are student facing and distributed on behalf of learners who were otherwise not be financially able to pursue higher education AND who completed their public high school education in Manchester during the COVID-19 pandemic. As each institution has their own policies and procedures, each HEI navigated the selection process as they felt appropriate. The process, at minimum, had to consider financial need and how to build a supportive environment around these learners to maximize their persistence and outcomes.
wuv admission worked with the Manchester school district and their guidance counselors, faculty, and district leadership to identify potential candidates. There were also eligible students who had applied to wuv but had expressed concerns about their inability to financially attend the University.
